Currently it seems like they have not considered the practical aspect of implementation. The amount of effort that would be required by both clinicians and pharmacists to follow the suggested rules is so great and technically challenging that I see compliance becoming a real issue. They also do not appear to have adequate input on actual pharmacist or clinician work flow as some of the time out limits etc are not practical at all. Hope some hard work is underway to make reasonable changes!!

Has HIMSS made a proposal that can addresses the DEA concerns (audit trail, tamper-proofing the order, security)?
From my review of the DEA's concerns it seems that even the vilified banking industry has long ago solved these elements and is using them daily without transactions being intercepted and altered.

The DEA's approach was almost entirely based around security and diversion control. As such, the clinician workflow considerations were not adequately addressed. HIMSS did submit a comment on the proposed ruling reflecting those concerns.
